BROWN TOWNSHIP DEVELOPMENT HOPES TO REKINDLE AMERICAN DREAM FOR MANY CENTRAL PENNSYLVANIANS

With the escalation in land prices the “American Dream” of owning a home is being extinguished for many working –class central Pennsylvanians. Quillas Creek, proposed for Brown Township, Mifflin County, hopes to rekindle that dream for many. The more than 400 unit residential community is to be located approximately 25 minutes south of State College via US 322, on Route 655, less than one mile west of the Reedsville / Bellefonte exit.
Quillas Creek plans several neighborhoods on its 97 acres in “Big Valley” with scenic views of Jacks Mountain and Kishacoquillas Creek. The bulk of the development will be comprised of individual family homes, duplexes and townhomes for residents of all ages. It will also include apartment leasing options. Also proposed is an active adult community limited to persons age 55 and over and that offers a variety of condo options with single floor living and the amenities associated with a “worry-free” condominium lifestyle. In addition, the Quillas Creek concept includes a mixed-use Town Center focused on a community green with street level commercial, professional and business offering that in some instances may integrate office and/or residential units in the stories above.
“Many people working in State College can no longer afford to live here,” said Kenton O. Stuck of State College, President of Quillas Creek Properties, LLC. “In 2005, it was reported that the average building lot price in the greater State College area exceeded $100,000. With land representing close to 25% of home cost, many new single family homes are priced at $300,000 to $400,000 and higher. This high land cost is even being felt in Brown Township were desirable single family building lots are now priced from $42,000 to as much as $80,000, driving new single family home prices well above $225,000 and out of reach of many local residents.”
“Quillas Creek is proposing a variety of spacious, high quality, affordable housing options for all ages with a significant number of residential offerings priced between $125,000 and $225,000, and up,” said Stuck. “Our price targets are in response to the needs for adequate ‘workforce’ housing in central Pennsylvania, entry level houses for families that can expand as they grow, affordable housing options for ‘baby boomers’ and ‘empty-nesters’ looking to downsize, and ‘independent living’ options for retirees requiring single-floor living.”
“The community will emulate the look and feel of historic villages of Central Pennsylvania as they developed between the late 1700s and the 1940s,” said Stuck. “Our blend of home designs is inspired by timeless facades of Victorian, Georgian, Federal and Farmhouse architecture found in towns such as Reedsville, Mifflintown and Boalsburg.”
“Based on early feedback, we anticipate great interest in the active adult neighborhood as Quillas Creek,” said Stuck. “Condominium offerings will include individual detached homes, duplexes, townhomes and an elevator serviced, multi-story, apartment style condominium building that includes a dedicated community / fitness center available exclusively for residents of the active adult neighborhood.
“Quillas Creek’s advantageous zoning overlaps three residential districts – high-density, medium-density and low-density” adds David McNitt of CENPA Development LLC. “Quillas Creek is uniquely able to offer smaller, narrower and deeper lots and use open spaces interspersed throughout the property to reduce infrastructure construction cost per residential unit, thereby lowering the overall cost of a town center populated by small retail concerns such as a restaurant, dry cleaner, gift shop, bakery or coffee shop; services such as insurance agency, travel agency and bank; and business, medical and other professional offices. It will serve the larger community, but will be within walking distance for Quillas Creek residents.”
To enhance a sense of community, Quillas Creek will incorporate class design elements such as substantial front porches on homes, garages placed to the rear of properties rather fronting directly on the street, and lighted sidewalks. The interiors of the Energy Star rated homes provide a sense of space with open floor plans, direct travel paths with minimal hallway runs, single floor living options with first-floor master suites, and expansion options. Planned community amenities for Quillas Creek include walking trails, tot-lots, pocket parks, tennis/basketball courts and a swimming pool.
